To be fair, while she didn’t have political experience, she did have PR experience as a rep for Ivanka’s brand. So it’s not like she was totally inexperienced, just not nearly as much as you would expect for someone in this position. 

She’s back because he is obsessed with her. He probably wants make her his new wife and ditch Melania.  He has probably been pining for her ever since she left and thinks that things ran better when she was around.
