Don’t do it in more colder climes since it results in more carbon emissions from heating. Carbon emissions from increased heating for hot deserty places will be more than offset by the lesser needs for air

How about a heater bypass system.  After all a heater has a mini rad in it.  Blast the heater on full and have a bypass duct to shoot the hot air out of the car.  We all know about the run your heater when  the eingine is overheating thing.

Would work well but expensive. Two drive technologies instead of one and the cost of batteries. Hybrid transit buses (good application given the stop go and high mileage) cost almost double a regular diesel bus.

Same old story. Except for small market niches diesels/hybrids are not worth it.
