I always wondered about that. There are lots of people that build cars and eventually drive them on the street, but most get around it by using the frame or parts from something that does have a title, and then going from there. Isn't there a process to title a car like this officially?

Agreed. A while back I got a 24" monitor for my Dad. Shipped and arrived in the original OEM Monitor box. Still sealed from the factory. While I appreciate that the OEM box is good at shipping, I'd preferred it if they could at least put brown paper or something around it so it wasn't so bloody obvious.
