Maybe rather than calling the man a coward you should consider the bigger picture. Domestic deployment in a supporting role is a low risk deployment both to military personnel and international diplomacy. Multiple presidents have done it in the past so it is hardly without precedent.

Here is a good example. If you tell a 5 year old that you will give him a cookie but only if he gives half of the cookie to his brother. Many kids will throw a fit about not getting the entire cookie so they end up getting nothing.
