Well, maybe. The problem with weighted average is what are you averaging. For example, a lot of what we export to China is basic foodstuff (like soybeans) which China has a political incentive to keep low cost. That is a low margin commodity that they import because they cannot produce locally.
Taxes cannot be inherently good or evil. Regardless of your beliefs about taxes, that is a bad sentence.
