This is a hilarious example of over-compensation. Nooses and the wild west have a lot of relation. There’s no overt or covert racism in a cowboy character having a noose spray anymore than there is him having a wanted poster or any other wild west themed things. No one asked for this. That scene always came across to me as being incredibly racist.
