The Authenticator (new part of the spec) doesn’t have to be hardware-based. I haven’t gone through the whole chain, yet, but looking at this Chrome-based demo, it looks like the Authenticator will be tied to your Google account, thus providing portability.

How does a password prove that you are who you are purporting to be? The entire rest of the authentication pipeline (using OAuth2) uses a byzantine generals model to make sure that it can’t possibly give sensitive information to any third parties, even without confirming the identities of the two connected parties.…
