It was a 1970 Ford Torino,base model, and it had no engine or trans. I think he paid about $400 for it intending to use

He did the dash that way because they aren't remanufactured. There is a way to restore them, but it is so prohibitively expensive, its not usually worth it unless you are going for a numbers original restoration.

Hard to find? Those dash pads are frighteningly hard to find. and expensive as all hell. Dont get me started on grilles and headlights, especially hide-away systems.

This body style of car lived as three, the Falcon, Fairlane and most famously, the Torino. The Falcon and Fairlane were both gone by mid '70 and the Torino was around till the redesign and sorta rename in '72, becoming the Gran Torino. These cars are hilariously under appreciated compared to the models bracketing
