I don’t think any of these things will be quick or easy fixes. I think that a lot of what the Democrats suffer from is a messaging problem, and that there are plenty of people out there who want to hear the things they are pushing for, even if it takes a long time to get there.

Or you could give loyal Democrats something to get out and vote for. Barrack Obama didn’t become President because the white working class threw their lot in with him. Those votes are out there, they just feel like they are being ignored, and are therefore (understandably) apathetic toward working within the system.
