Without a verb following the word "to", there is an implied reuse of the verb at the beginning of the clause. Compare with the sentence "telling them what they need to tell". The word "here" being unrelated and conveying the usual meaning, but in the full sentence it feels odd, which is why I changed my mind.
Oddly, the sentence makes sense with both "here" and "hear".
Edit, I guess the whole sentence makes slightly more sense as "hear", but taken on its own, the final clause could easily use either.
