Yes, and yes. The T5 can be had from the factory up to 300hp. The hardware (mostly the turbo) in the C30 can’t make that kind of power. I don’t know about the auto transmission’s history, but the 6-speed and the axles could also handle the 300hp version. They do not put any different transmission or drivetrain parts…
It’s not “belief” when one can find specific and credible problems with the proposed legislation. Many times the NRA (who knows the current laws and practices FAR better then most legislators) propose alternate solutions that are ignored.

That’s because they are ALL seriously flawed. Look, the NRA argued against the bumpstock ban over the fact that it didn’t provide a way to comply legally. Massachusetts decided to run with the legislation on their own and passed it. Now the state is in legal hell in the courts over 2 defects in the law:
