As a qualified warp engineer, it’s my understanding that dilithium only comes into play above warp 4. At lower warp speeds you can achieve a M/AM reaction very inefficiently with a big ass engine without dilithium, but you need the crystals if you want to go faster than that (and to have engines smaller than a city).
