Section 31 cannot be an official arm of Starfleet precisely because the Federation isn’t a monolith.
They have a real problem with Toxic Moclaninity.
Making Section 31 an official part of Starfleet is a terrible idea and pretty much destroys the legitimacy of the Federation.

Those are fair points. I’m not a fan of the great people, as I usually play on big maps with many civs, and there really aren’t enough great people to go around (and it usually seems like one civ tends to end up capturing most of given type). The split tech trees are ok, but I don’t think it would be bad to have them…
