Fangraphs is projecting 2.3 WAR for the rest of the season, not for the whole season. That would get him to 3.8 for the year. The Phillies were expecting more, but 3.8 WAR is pretty good and would actually be about in line with the $/WAR teams have been paying on the FA market on average the last few years.
