That's my point. A "functional" sword is basically useless on a starship, but a foil is just sports equipment, so it makes sense to have it.
This is why it makes sense that it would be on the ship at all.
Well, that's after peace with the Klingons. Starfleet was occasionally culturally sensitive!
But a fencing foil (sports equipment) is something they'd be more likely to have on a starship.
