Because he pitched the first 6 innings and then “pitched” 1/3rd of the next inning, by getting an out. For whatever reason, that fraction of an inning is notated by either a .1 or .2. Thus, 6.1 innings.

I’m not sure more MiLB spending does anything for the MLBPA, other than taking money out of owners’ pockets. As such, I don’t have high hopes in the MLBPA making minor league accommodations a serious part of their negotiation strategy...
