No, that is not what the open carry law does. Open carry allows you to carry weapons in public without necessarily being cause for arrest. It DOES NOT mean the weapon has to be perceived as a non-threat. Police are not obligated to treat the weapon as non-threatening due to open carry.

Can legally walk around isn’t the same as “police have to assume the gun is full of fairy dust.” There is no legal responsibility by police to treat you differently because of open carry than non-open carry.
