I think you’re right; but compared to a Crown Vic which has a longer snout ahead of the front wheels and lower ground clearance, there’s less of a chance the officer would have “driven over” the car, as was the case in this video. But yeah, officer fuckup.

If the car is dead as all dead - as if the power was disconnected from the battery. Check the ground cable from the battery to the frame. Corrosion on the original negative cable where the lug is soldered to the copper will pull the connection from the lug with intermittent failures that look like relay issues.
