Actually as a non-American I’m impressed that your President Obama was able to resolve this in a single day. I think the last time something like this happened (to British sailors?) it took weeks to resolve. So hopefully you don’t have to worry too much about how it is seen internationally.

I think it’s the other way around. Some people on news talk shows have previously called the BLM protesters terrorists. People weren’t happy with that so this seems a response saying if you are calling BLM terrorists then these people should be considered the same.

Though for an automated kiosk that is supposed to make things more convenient for the customer that would seem to be a problem with the design if there was no way for the staff to be alerted automatically, or keep track of when the print outs have run out of material, and the customer has to be the one to tell them.
