Trump can threaten to fire Rosenstein unless he fires Mueller (and so on down/up the chain). It'd be a legit Saturday Night Massacre situation (the Comey situation wasn't perfectly analagous; this would be) and would basically seal his fate re: impeachment, but it could happen.
