I think the Batgirl cover is completely understandable (if not excusable). The artist was commissioned to make a Joker themed Batgirl cover, and The Killing Joke is the most [in]famous moment of their entire relationship - of course it would be about that. Given the characters' history it just made sense.…

I had a viscerally negative reaction to that cover image when I saw it. Probably because Batgirl is being held against her will, having things done to her body already (painted on smile) isn't right and not really something I want to see or would enjoy seeing.
