In most places blackouts occur due to storm damage to lines and are quickly repaired. In California, the grid does not have enough supply to meet demand, so electricity is rationed by planned rolling blackouts.

exactly- top of the list is California. a state with planned electric blackouts. How the hell they gonna produce enough electricity to power every new car, they can’t even produce enough to keep the lights on now.
