The whole fiasco of the election in Season 6 does not make any sense! There are no logical answers to your question in the real world. The election was held and Alicia was declared the winner. I have a feeling Eli will play a big role in future episodes. We know that Peter's presidential campaign will fail and that Hillary will never choose him as a running mate. Ruth will take the fall and Peter will hire Eli to manage is campaign for reelection as Governor of Illinois!
