They could have presented it like Columbo, where the murder occurs in the beginning and the rest of the show concerns how the murderer is caught. In Wayward Pines, we could have learned about the hibernation chambers in the first episode and then have 9 episodes of Agent Burke unraveling all of the mysteries.

Maybe the Town could no longer afford the ice cream and Sheriff Pope had to go?
