Wing loading and design. Canopies (chutes) come in all sizes and will fly differently based on how much weight you load on it. I am 165lbs so flying on a 190 square meter (sqm) will be different then flying a 107 sqm canopy. I load the 107 much higher.

The bigger issue is non staple water hungry crops like Almonds and Alfalfa. Its getting harder to make money on staple crops with the cost of water, so the trend is to only plant high profit crops which are not staples at all yet recieve the same subsidies.

A parachute is, in essence, a wing. The shape, trim, and size determine performance. Lower performance canopies tend to have a square shape, fewer, larger cells, and even trim. Higher performance canopies have a more elliptical shape, more, smaller cells, and cross-braced lines.
