Actually, this is kind of inaccurate, I don't think it's ever been "rebooted" per se. The May 9th Victory Day parade always happens, and it always has land vehicles, and always has aircraft.

Even in 1995 when Boris Yeltsin was in power, they still had all the tanks, all the missiles, everything on the square.
