This peaked my interest, so I checked. If you check population per DMVs over the whole state, VT would have 1 DMV per 65k. CA is 1 per 229k. CA may need more DMVs.

You know what they have now? Computers. They work really quick, and can even talk to each other over magic wires. They could just improve their system if it's such a challenge.
