The Hyundai is parked right on the line because he is facing out and has to open the door to his own car to get out. In a parking garage its easier to park facing out to avoid hitting other cars; its perfectly reasonable in my opinion.

That's because it still kinda looks like butt. They were likely trying to determine if it was worth it (which it is) but I bet they make the looks more conservative.
