Would excessive speeding like this be reduced if all speed limits were based on some sort of scientifically-based actual safe traveling speed, rather than having areas of arbitrary reduced limits, seemingly for no reason other than revenue generation?

Streets are for traffic. Not designed for people to congregate. If people are going to congregate on a street for ANY purpose it needs to be by permit. I wonder what the average person would do if they found themselves in a car surrounded by angry protestors punching their windshield and threatening them. Get out and surrender to the crowd?
