Not only educators, but the cops who actually arrested him. I’m not sure about Texas, but in my state quite a few cops are veterans, and most of those dudes can tell what is an isn’t an IED pretty quickly. The lack of anything explosive attached to it would have been a pretty good indicator it wasn’t a bomb.
