I agree with you. I think it's an exciting enough set piece on its own, but the movie essentially grounds to a halt so that it can work around it. I still think it's insane that Obi-Wan — possibly the main character of the movie — is sitting on a plane for about 30 minutes while the rest of the movie continues.
