The threshold IS very different. Canada's Hate Speech laws have a very high threshold for finely defined speech. You only seem to envision vague, ill-defined implementations of a hate speech law than ban distasteful ideas. This is a gross oversimplification and misunderstanding of the law. There are constitutional and institutional protections that prevent these most obvious abuses of power. The ruling party doesn't present a list of what hate speech is after they're elected.

I'm not American either, but there are already classes constitutionally protected from discrimination. Any hate speech law would logically begin with protecting those groups from hate speech. A well-implemented version of this law would be an extension of the anti-discrimination laws you already have.
