I read it with the same intonation that you did - I thought the author was saying that 50% cover inclusion wasn’t enough. I read the “whopping” bit as sarcastic, which changes the interpretation of the entire sentence. Maybe we’re both just expecting the anger&sarcasm combo from Jez as a given.
