The series is established enough on the console. Bringing it to PC would be a nice gesture (towards a potential new and and partial old community). By this they are broadening their scope for the series. Second they ensure for potential modding enthousiasm. Which in itself creates fandom and lengthens

Yes. The green ones are USB 3.0 which Razer made specifically for their own products (the industry inofficial standard is blue). The black ones are USB 2.0

Not all types of mobo have a lot of 3.0's. Though in theory one could opt for a PCI USB 3.0 card.
