Instead of them fighting, can we just have The Avengers: Two-and-a-Half Hours of the Characters Just Chilling and Interacting? The party scene was really the only memorable part of Age of Ultron. This really speaks to the strength of the casting in the Marvel MCU.

Best bet would be Sam Wilson is referring to Natasha with that line. I believe she wishes to side with Cap out of respect and camaraderie, however the fact that she likely agrees that they need to be overseen ultimately sees her siding with Stark
