There are several executive orders associated with ACA funding. There have never been as many young people signing up as the system requires, so measures had to be taken to shore up defecencies. Those are the executive orders, and if they are reversed the exchange would collapse.

Congress by then had switched to being Republican controlled and were not about to tweak the law to prop it up, so Obama resorted to an Executive Order to reimburse…
