It's a very core moment too. It's the one point where the audience is supposed to see the benefit of the Robocop technology under more humanitarian circumstances. If that bit didn't work, then the humanity of Gary Oldman is removed from the story and an entire thematic throughline is lost.

Your buddy's bit part is one of the most memorable moments in the film. Legitimately affecting.

Whoa...I'm...I'm actually friends with the dude who wrote Robocop and I think...you might very well be on to something there. Maybe not consciously, but knowing his politics and his penchant for teaching college classes on "The Postmodern Narrative" you could be right.
