And to be fair, 2 only really got bad towards the end. It was pretty straightforward until the Harrier fight IMO.

Well the Stewards did change it, but for exceeding track limits, not the hit itself. I disagree with the ruling if it was made on that particular pass, but having not seen the entire race, there is a chance he went out elsewhere.
Note it appears the Stewards ruled he did not. I disagree with them (I think the right rear was in,) but their call.
It was not the contact, it was track limits in this case (Though it looks like that particular pass he was in, maybe he exceeded in a previous lap)
In this case, it is perfectly legal. WRX lacks a no contact rule.
There is not a “No contact rule” in WRX. Only FIA regulated sport that lacks it. Basically as long as he stays on course (Which he BARELY did,) it’s allowed.
