Well, reading the article. (To answer you and everyone else.) We spend more than the next 8 countries combined on our military. If we need to maintain pace, it implies that we aren't currently keeping up with China. The observation is that we waste a fuckload of money on wasteful military spending.
Wars are fought over resources. Climate change redistributes some of those resources or effects the ability to collect resources (see: Lake Chad). A couple degree change in a region could have drastic effects on what is viable farmland in a region or where timber will grow.
