Rather it is named for the Third Earl Grey - who was Secretary for the Colony’s some years later when Ceylon was so badly mismanaged by it’s governor

I would argue that lack of negotiating power is another major failing of the US’s fragmented medical insurance landscape. Even those insurers who on the face of it have large patient numbers (UnitedHealth, Medicare, Medicaid) are in fact broken into much smaller negotiating entities either by state lines, federal law
