The cancellation was given with short notice so they had to cobble it together relatively quickly. It was no excuse for it though. It is easily the worst hour of Star Trek in the entire franchise.

It really does. The problem was it was always reluctant to embrace the fact that it was a prequel before then and was always trying to shoehorn in TNG era elements and races when they had stuff from TOS that was begging for expansion.

I'd recommend starting with Measure of a Man first. It's the first TNG episode that is more than just competent to good and is legitimately great.
