Star Trek in general is just not really built for movies. The broader scope of TV plays to its strengths more. It gives story lines and ensemble casts room to breath. This was the problem with Enterprise too. It couldn't embrace the fact that it was a prequel and kept trying to shove TNG races into the show until the finally got wise in the fourth season, but by then it was too late.
