It's a boardgame tie-in for legal reasons. The license to make a Battleship movie was given to Universal a few years ago but they were sitting on it doing nothing so Hasbro wants them to pay a penalty fee. Then Peter Berg comes along wanting to make a Navy film and offered to direct.
