That's definitely disturbing. The article is a little thin on attributing that stuff to Mattis in particular or on showing that shooting at ambulances and aid workers was a deliberate policy, assuming it's true. Not saying it's wrong, they just didn't do provide much context to connect those dots.

Do you have any documentation of that specifically? My understanding is that the military tried to clear the entire city of civilians before the battle, and the battle itself was so intense and with no clear battle lines that I am skeptical that there would be many operating ambulances or aid workers.
