I do remember all of Fitz and Olivia scenes especially the one you mention, the Rose Garden scene. which is one of my personal favorites. Becca, you are correct. Bill Clinton left office January, 2001 and Hilary Clinton began service as Senator (my state) in January,2001. She ran for Senator while still first lady, but she didn't start serving her term until Bill left office (20 days before he left office).
