Your arguments are that 1) the employees were just following the health code and 2) the employees were just trying to be professional. Which are twin crockpots full of shit, and I'll tell you why. For starters;

1. safety hazard — swimsuits hug close to the body and do not become nearly as heavy when soaked; compared to "swimsuit alternatives" ([usually gym] shorts, underwear, tank tops, cotton tees) which billow around the swimmer's body and become significantly heavier when drenched, effectively serving as an anchor.
