Imagine cops being so blatant and corrupt that even a court in America can’t cover it up for them.

Presumably to prevent this from happening in Virginia, traffic fines go to the state instead of the locality. But what this actually means is that you get a $50 ticket with a $300 “court fee” which goes to the locality. And you have to pay the court fee even if you pre-pay.
