Well the rider wouldn't just set the fastest lap on the last lap for the hell of it, they'd need a reason to, like fighting for a position. They're not finishing on fumes but they definitely have to conserve fuel, all teams do. This system would allow Honda to push it a bit harder than the other competitors. More fuel=less fuel conservation=more speed.
