Because owning and riding a motorcycle makes anyone, by definition, a motorcycle rider, regardless of skill. It’s not like these guys were on Vespas and someone reported them as motorcycle riders. As long as they have a government-issued license and ride a bike (sport, cruise, dirt, etc.), they are a motorcycle rider.
