I know of the Music setting, but this does not control a general 'all volume' that comes from the iDevice which excludes a good number of apps.

Simply the ability to set a volume and then lock it in place (or go no higher than a certain point). My kids love to turn up the iPad/iPhone full-volume and it's always a battle to get it back down to a reasonable level.
